The files which must be entered into the RPDC are those for which the file controller is a natural or legal person within the scope of action of the APDCAT, in accordance with that provided in article 156 of the Catalan Statute of Autonomy, irrespective of whether the file is publicly or privately owned. Consequently, entry must be made in the register of:

The files or processing of data of a personal nature created or managed by the Catalan public institutions, the Administration of the Generalitat, Catalan local authorities, autonomous entities and other organisations in public or private law that answer to the autonomous or local administrations or that render services or carry out activities on their own account by means of any form of direct or indirect management, and the universities that make up the Catalan university system.

The private files or processing of data of a personal nature created or managed by natural or legal persons for the exercise of public functions in relation to matters that are within the competence of the Generalitat or of the Catalan local authorities, when such processing is carried out in Catalonia.

The files and processing of data created or managed by public corporate bodies that carry out their functions exclusively in the territorial area of Catalonia.

The source codes formulated by organisations within the scope of action of the Catalan Data Protection Authority.
It must be remembered that the file controller is understood to be any natural or legal person, whether public or private, or administrative body which, alone or in conjunction with others, determines the purpose, content and use of the processing, even though this person does not materially carry out such acts. File controllers may also be bodies without legal personality that carry out activities as differentiated subjects.
